I usually stop in at towns with linked horse producing villages. That seems to best way to get the cheapest war horses. Like most of Bannerlord, the best way to get a steady supply of war horses is through loot. Once you get into regular larger battles with enemy lords, you will get a steady influx of war horses through battlefield loot.
