SCP Foundation: Like the UNGOC, they are also an organization that seeks to protect humanity. Containment is their top priority when dealing with any anomaly, they very rarely abandon this protocol, and they are willing to resort to extreme measures to contain certain anomalies.

It trumps the Foundation by traditional manpower, funding, and political strength, but the Foundation is more efficient, better run, can respond to situations faster, more effectively, and has a tighter information and surveillance control.
