Oct 4, 2022 · TUI Goku is using his own instincts and strengths where he can feel his emotions and fuel his power with his emotions while still letting his body be autonomous moving on its own. MUI Goku is closer to what Whis and the Angels have, a perfectly calm mind, where you let your body move completely on its own, and completely supress your emotions.

TUI is a dumbed down version of MUI that way goku can use it without needing to be calm. But to fully use the power you need to be calm as stated by Whis. So it wouldn’t make sense for a version of the form that allows you to be emotional surpass the true nature of the form which is being in a calm state.

Goku can dodge any attack without thinking (unless the opponent is far stronger), but it puts an immense amount of strain on his body. TUI, or officially called "Ultra Instinct Sign (True)" is the same as UI Sign but as a result of Goku's training, he is able to carry his emotions into the form which makes it far stronger. The hierarchy goes:

Jun 3, 2023 · TUI is not stronger than MUI, or at least i think so far now, MUI is the UI of the angels, so is the perfected state of the UI, even if Goku can access to MUI doesn't mean he is able to use it like an angel would do.

MUI Goku was calm, and even then was weaker than true body Granolah (not the clone). Above Granolah we have Gas. Above Gas we have adult Gas. Above adult Gas, there’s unleashed Gas. I know Goku improved mid-battle, but it can’t be enough to disprove TUI being massively more powerful than Goku’s initial usage of MUI (no emotions).

TUI is above the other Z-fighters so there is no scenario where Goku and co. is a statement of absolute scaling accuracy because that statement includes fighters that are below Goku. He is clearly stating that Gohan is now in the ballpark, just like the rest of the "co."
