Jan 15, 2022 · On all Pro 8 models, this is where the NVMe drive is; on LTE capable models, there will be a slot for a physical SIM there. Through software, if you click the WiFi/Sound/Battery control on the Taskbar, there will be a control to manage Cellular settings there whether you have a service connected via SIM/eSIM or not at all.

No Cellular settings in Settings> Network and internet pane. I installed the latest driver pack. ( SurfacePro_Win10_18362_19.092.25297.0.msi) and I tired SurfacePro_LTE_MobbFwUpdater190307_Win10_15063_1901507_0.msi, too.
