Smoke's kit is area denial and the two options have pros and cons. Having soft destruction allows you to slow down pushes from choke points from the next room, but the smg11 is very weak in engaging more than 1 enemy at a time which the fmg is much better at.

The smg-11 is an excellent 1v1 weapon at the ranges that you usually want to prioritize as Smoke, and the shotgun helps you rapidly create a situational advantage within that scope.
