That was my original thinking: towers filled with levels of buildings, getting nastier the lower you are, brighter (richer), the higher). Then Mr. Baker's book throws in a curveball about hippogriff's flying overhead and giving a suggestion of really high interiors.

Nov 17, 2020 · Sharn's an educated, metropolitan, advanced, diverse city. It's not modeled after 19th century industrial London. Nice sanitary plumbing is consistent with the vibe Sharn's supposed to have. It's one of the wonders of Eberron and both the gateway to the rest of the world for Khorvaire and to Syrania itself.

The only mention of weapon or spell licensure in that book is specific to Upper Tavick's Landing - I did a PDF search.
