Super Saiyan God 3 is the next step from the Super Saiyan God 2 transformation, continuing the "tradition" of using pure God Ki to evolve. Super Saiyan God 3 is unlocked in a similar fashion to Super Saiyan 3, by training under extreme conditions and such.

Super Saiyan God (超 スーパー サイヤ 人 じん ゴッド Sūpā Saiya-jin Goddo) is a Saiyan transformation that grants the user godly ki, providing them with a power boost beyond Super Saiyan 3 and its predecessors. It is initially obtained through a ritual involving six righteous Saiyans or special divine training.

Super Saiyan 3 (超 スーパー サイヤ 人 じん 3 スリー Sūpā Saiya-jin Surī) is the third form of Super Saiyan and the successor to the second transformation. This form extracts every drop of potential from a Saiyan's blood. Goku was the first to achieve the form and was able to do so after several years of vigorous training in Other World.

I think in BOG, it's slightly stated or hinted at that Vegeta came to the realization that training and refining his current SSJ form was better than trying to attain SSJ3, especially with its massive ki consumption flaws. It's why, in Super, we don't see the characters use 2 and 3 as much.
