SS190 is only sold to the Military and Law Enforcement on a Department Letter Head. FN restricts this ammo, not the ATF.

Feb 7, 2016 · That is the reason that you can not buy SS190. There are several places that occasionally sell pulled SS190 bullets, and if you load your own, you can essentially create your own SS190. I picked up 500 last year for about $120, so the cost is much less than what SS190 sells for on gunbroker when it comes up.

I know that other certain brands or ammo require a letterhead purchase, such as Winchester Ranger ammo, and like the SS190 is legal to own, just restricted by the manufactuer. Is this the case on the SS190?
