Ramsar is the westernmost county and city in Mazandaran. It borders the Caspian Sea to the north, Rudsar county of Gilan province to the west, Qazvin Province to the south, and Tonekabon to the east. The Gilaks form the majority of the city's population.

The Convention was adopted in the Iranian city of Ramsar in 1971 and came into force in 1975. Since then, almost 90% of UN member states, from all the world’s geographic regions, have acceded to become “Contracting Parties”.

Ramsar which is known as the most beautiful city in the north of Iran, is located on the Chalus-Rasht road, in the west of Mazandaran province at an altitude of 20 meters above sea level.
