PEBA is the state agency responsible for the administration and management of the state’s retirement systems and employee insurance programs for South Carolina’s public workforce. More than 650,000 public employees are covered by the five defined benefit retirement plans, and PEBA administers insurance benefits to more than 530,000 members.

PEBA’s online member portals give you access to your insurance and retirement accounts, allow you to view and update your personal information and conduct online transactions. The member portals are safe, secure and available anytime from anywhere you have internet access.

PEBA administers the state’s employee insurance programs for South Carolina's public workforce. The largest program, the State Health Plan, is a self-funded health insurance plan. That means premiums are not paid to an insurance company, but instead are held in a trust fund.

As the plan sponsor for the State Health Plan, PEBA is responsible for providing a comprehensive plan of benefits at a cost that is affordable to both the individuals covered by the plans and their employers. PEBA contracts with third-party administrators to provide benefits and process claims.
