My point is, Nezu isn't confirmed to be any specific animal, he's just described to "be a possible combination of several different animals, including a dog, a mouse, and a bear, which would make him a chimera". So he's pretty much just a mix of a bunch of different animals.

But the thing that really seals the deal on nezu being an agent is the science and nezu being a white mouse which is what's used commonly in labs. So we know from the intro histroy lesson that one day quirks manifested in people and soon the gene spread throughout humanity.

Probably had to make an ethical decision on how he was gonna approach life and the issues in the world. Taking a position of power like he has is an effective way to make positive change in the heroes of the future, hopefully to avoid tragedy like what he had been subject too.
