MORCA serves as the principal contact point for returning citizens by removing barriers to reentry, and empowering residents to connect to services for employment, health, education, housing assistance, and family needs.

Returning residents may request assistance with finding employment, education or training by coming into the office to complete an intake form. For more information please call, (202) 715-7670. MORCA helps returning residents through the job application process.

The Mayor’s Office on Returning Citizen Affairs (MORCA) provides information, support, and services to returning citizens. MORCA’s mission is to empower returning citizens to realize their full potential - as individuals, as family members, and as residents of the community.

’s Office on Returning Citizen Affairs Mission: The Ofice on Returning Citizen Afairs will serve to provide advocacy, constituent services, and information for the empowerment of previously incarcerated persons in order to create a productive and supportive environmen.

MORCA will work with OCTO and other experts to leverage salesforce system to its full functionalities, while converting hard copies to digital records. Strengthen MORCA current multi-department assessment process through developing a more comprehensive strategy that’s operational through salesforce.

SWER: As the District of Columbia’s coordinating and advisory agency for reentry, MORCA removes barriers to reentry and empowers residents to break the cycle of recidivism by providing guided re-entry and ensuring that previously incarcerated people are connected to essential programs and services in areas such as employment, health, education, ...

As MORCA looks to the future, this strategic plan provides a roadmap to guide the office’s mission-driven work and continued efforts to strengthen its capacity to serve Returning Citizens in the District. However, MORCA cannot create these changes on its own.
