Malcador is one of the central characters and his powers are astonishing, how does he compare to the currently 40k psyker’s such as Tigurius, Mephiston; and even entities such as the Hive Mind and the Cacodominus.

Malcador was absolutely a perpetual, as he served with the emperor for a looooong time along with other perpetuals. The main reason he hasn't respawned was due to the fact that he was atomized, body and soul by the golden thrown when he sat on it for about 20 minutes.

The Malcador Annihilator with 4 lascannons and a Demolisher cannon is pretty decent for 270 points, I mean, the Leman Russ Demolisher is 200, and has 6 fewer wounds, only 3 secondary weapons (and only 1 lascannon) and a different special rule.
