Kashimo’s EM waves aren’t EM wave-themed energy attacks, the whole gimmick of his CT is literally transmuting himself and his attacks into real electromagnetic phenomena. Call it an outlier if you want (it is one) but it’s an obvious and unambiguous FTL feat.

Even if ice does have ions in it, since it is in crystallized form, it won't conduct very much. Kashimo is pretty fast, so unless Uraume uses ice to freeze him, kashimo can just discharge and use his lightning strike

Both are sure-hit attacks. It's just that Kashimo has no charge-up/telegraph while Sukuna can completely bypass CE reinforcement. If we exclude Gojo's infinity, I would say that the sheer gap in strength between the two means that Kashimo's sure-hit was more of an asset to him than the World Cutter would be to Sukuna.
