TSEC/KY-38 is a half-duplex manpack voice encryption device, introduced around 1967 by the US National Security Agency (NSA) . The device is part of the NESTOR family of speech encryption devices and was heavily used during the Vietnam War. 1 It is compatible with the KY-8 vehicular unit and the KY-28 airborne unit.

NESTOR was a family of compatible, tactical, wideband secure voice systems developed by the U.S. National Security Agency and widely deployed during the Vietnam War (1955–1975) through the late Cold War period (1980s–1990s). NESTOR consists of three systems.

The KY-38 crypto unit was a member of the NESTOR equipment family, which consisted of the KY-8 Vehicular unit, the KY-28 aircraft unit and the KY-38 "manpack" unit.
