As a lifelong resident of New England, very close to where these towns are located, I would parse Innsmouth as being similar, kind of being "in the mouth."

The restrictions on spending XP were annoying and pointless (and didn't even make sense if you tried to wrap your head around Innsmouth's narrative structure.)
