The first coach may be one of the ex-N&W 10-6 Pullmans sold to the Pennsylvania and converted to coaches, like the ex-Pennsy 21 Roomette sleepers. The two longer windows in the center are a give away - they are where the transition from bedrooms to roomettes was.

GG1 is the car with the platform; GG2 is a sleeper. They were Hawker Siddeley Canada cars, similar to CN's Tempo cars. The summer olympic games were going on at the time, so no doubt the cars were being used by senior government people.
