Climb down and check out Fargoth's hiding place; the tree stump will contain a journeyman's lockpick, 300 gold, and Fargoth's Engraved Ring of Healing, but only if you gave it back to him in the Fargoth's Ring quest.

After you finish in the Census office and exit to Seyda Neen, you should be able to find a blond Wood Elf man by the name of Fargoth wandering around just outside. Speak with him about his ring, and he'll share his experiences with the Imperial Guards in town, and his belief that they have taken his ring.
