EMAC offers assistance during governor-declared states of emergency or disaster through a responsive, straightforward system that allows states to send personnel, equipment, and commodities to assist with response and recovery efforts in other states.

EMAC has a 25+ year history of being the nation's preeminent mutual aid system. Success of the system is the engagement of stakeholders (state emergency management, local government, volunteers and private sector) working together throughout the 5 phases of the EMAC process.
EMAC acts as a complement to the federal disaster response system, providing timely and cost-effective relief to states requesting assistance from assisting member states who understand the needs of jurisdictions that are struggling to preserve life, the economy, and the environment.
