When you switch to borderless windowed it disables the in game limiter and refresh rate setting and defaults to your graphic drivers settings and fixes everything. I get 300~ fps on borderless lol…I cap at 240 though and it never moves. All ultra settings 1440p, I’ve been posting this in a lot of the post I see complaining about performance and haven’t really seen anyone else saying it.

I didn’t ever think to check how many goals I’ve scored untill today. It’s was on my Xbox Home Screen, 4707. I feel I should bully myself. Another terrible resulting weekend league. Div 2 player struggles for 11 wins second week in a row.

Like many others I've had an absolute nightmare with stuttering gameplay and input delay. After many hours of playing around with settings and quitting season games trying to get the best gameplay, I've fount that the following settings has removed the stuttering and made the game run extremely smooth for me.

After a lot of tinkering I found settings that work brilliantly for me and my 3060 12gb; In Nvidia: 120 fps cap, energy: Max performance, vsync on and low latency mode on Ingame: fullscreen, 120hz (my 144 monitor also on 120hz), no fps limit, vsync, dynamic res and strand hair off, all the others medium. Hope it helps!

I'm not sure why you're getting such high GPU usage, especially in the menus. I'm running a Ryzen 5 3600 w/ a 3060ti and my GPU usage barely crosses 40%, even while playing.
