1) Buyer pays for an item with PayPal e.g. they order a CD Player for $100. 2) Seller drop ships an inexpensive item with free shipping from Home Depot to a bogus address e.g. a 97 cent light switch. 3) Buyer files a claim with the "Resolution Center" as item not received. 4) Seller provides a tracking number which says the "item" was "delivered."

It is a fishing attack. If you call the number on the e-mail they will ask you to go to a web page and download a file to "correct your account". They almost got me until I logged onto my account to verify recent activity and the legitimacy of the e-mail.

I understand your concern about the availability of virtual card number for Pay in 4. The virtual card information is single online use which is valid for 24 hours only. PayPal is not able to duplicate the virtual credit card information if it is not copied. If you misplaced the virtual credit card information, you would need to apply again.

Also if they ask you to call the number in the email then it would be fake paypal agents trying to scam you for money to 'fix' something. If there was a problem with your account Paypal would not ask you to click on an unsafe link in an email / download an attachment OR phone them on a number in an email, they would direct you to log in ...
