My hallucinatory question ... is it technically possible to "get smart"? And take the same layer of dolby vision and add it to the title of a movie that does not have the dolby vision layer

But theoretically HDR10+ is compatible with ICtCp as defined in H.273 and already supported in libplacebo with ICtCp supported in zscale aka zimg. Not only that but HDR10+ metadata is more complex and should be fully compatible with even more complex Dolby Vision v4 three part curve.

My TCL 6 series will not play such files, even though the TV 100% supports Dolby Vision. Basically your Dolby Encodes are the equivalent of making mini-disc copies of your stuff.
