We are pleased to announce the availability of the 2024 edition of the California School Accounting Manual (CSAM). Updated procedures were approved by the California State Board of Education (SBE) on November 13, 2024. The 2024 edition of the CSAM includes fifty-four updated sections.

Crimes related to OCSE, including the funding, production, and distribution of child sexual abuse materials (CSAM), have increased during the COVID-19 pandemic, according to multiple law enforcement authorities.

Federal law prohibits the production, advertisement, transportation, distribution, receipt, sale, access with intent to view, and possession of child sexual abuse material (CSAM). Underlying every sexually explicit image or video of a child is abuse, rape, molestation, and/or exploitation.

Child sexual abuse material (CSAM), which is generally defined as “imagery or videos which show a person who is a child and engaged in or is depicted as being engaged in explicit sexual activity” (INHOPE (2022) “What is CSAM?”.

Outside of the legal system, NCMEC chooses to refer to these images as Child Sexual Abuse Material (CSAM) to most accurately reflect what is depicted – the sexual abuse and exploitation of children.

May 25, 2022 · CSAM is the term used by the FBI to refer to child pornography. The FBI has informed the OIG that it believes this term most accurately reflects the sexual abuse and exploitation experienced by child victims.
