In your case, I am guessing you only have one partition - i.e. the system partition C that you just re-installed Windows 8.1 on. If this is correct, you may be able to run CHKDSK C: /F - there is no need to run diskpart.

That would slightly reduce the available disk space, but it isn't permanent (you can get it back, with effort). I would be surprised to see chkdsk report an SSD sector as bad though. I wouldn't run chkdsk to find bad sectors though.

Yes I would try and get your data off the drive before running a chkdsk. You could also try something like SpinRite if your data is important to you. Another option would be making an image of the drive using Ghost, LiveState Recovery, or StorageCraft ShadowProtect.
