If yours is a soft flaky consistency and readily disolves, then you should be fine to apply it, but if it's an organic fertilizer composed of ingredients such as blood, bone or feather meal, greensand, bat guano, worm castings, etc, I'm not sure disolving it will render the nutrients accessible to the plants …
