Since the system is not connected to the internet I completely agree with frankbell.-::-This is a task better handled by the System Administrator that has elevated privileges.-::-Even if you downloaded a DE on a machine that does have an internet connection you wouldn't be able to install the pkg manually w/o root privileges.
