Western Pacific Railroad Low Hood Diesel Locomotives
Introduced in 1968, the U23B represented General Electric’s entry into the medium horsepower locomotive field. Although the high horsepower race still continued among the builders, many roads required lower horsepower units for low tonnage and branchline trains.
GE U30B - Wikipedia
The GE U30B was a diesel-electric locomotive produced by GE Transportation between 1966 and 1975. It was a further development of the U28B, with a 3,000 hp (2,200 kW) 16-cylinder prime mover. [1] The U30B competed with the EMD GP40 and the ALCO Century 430, but was not as successful as the GE U30C.

WP’s U30B’s originally wore Zephyr inspired silver/orange/black, but they were later repainted into green/orange colors. In September 1967, WP again tested GE’s four unit demonstrator set that had just been rebuilt as 3300 horsepower U33B’s.

U30B Roster - TrainWeb
GE 301-304 were testbeds built two each in May and June 1966. 301 and 302 were the first to have the "late U28" radiator arrangement, and the quartet was initially used to test GE's alternator system. GE retained them as general testbeds/demonstrators for improvements to the U-series.
