Variable valve timing allows for better fuel efficiency by controlling amount of time the intake valve is open (retarded timing=less fuel used) depending on what the demand is on the throttle.

It basically is the same as Honda's VTEC. Interesting fact it was actually Ferrari who originally used variable valve technology, way back in the mid 1980's!

I brought it by Toyota to see if they could take a look at the OCV (Oil Control Valve) for the VVT. They said they checked it and it was fine, and they said that it is most likely a problem with the timing chain itself.
