VPP participants develop and implement systems to effectively identify, evaluate, prevent, and control occupational hazards to prevent employee injuries and illnesses.

In VPP, management, labor, and OSHA work cooperatively and proactively to prevent fatalities, injuries, and illnesses through a system focused on: hazard prevention and control; worksite analysis; training; and management commitment and worker involvement.

Star is the most coveted level of VPP recognition. Star needs to be your organization’s goal when submitting a VPP application. If your SMS falls short of Star quality for any reason, OSHA may grant you a temporary Merit recognition, or no recognition status at all. What is VPP? The Voluntary Protection Programs (VPP) promote effective worksite-based safety and health. In the VPP, management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system.

The DOE-VPP has three (3) levels of recognition; STAR, MERIT, and DEMONSTRATION. Contractors whose programs meet the requirements for outstanding safety and health programs receive STAR recognition, the highest achievement level.

Merit is designed for worksites with the potential and commitment to achieve STAR quality within three (3) years. Mobile Workforce for Construction Star is designed for worksites with Star quality safety and health protection that work in the construction industry.

DOE-VPP consists of three programs, with names and functions similar to those in OSHA's VPP. These programs are Star, Merit, and Demonstration.

Jul 30, 2024 · Merit is the crucial and effective stepping stone to attaining Star status within three years when the site demonstrates the potential and commitment to meet its tailored site goals. One caveat to a Merit site is that they are limited to one 3-year term to commit to achieving Star status unless special circumstances allow for a second term.

VPP encourages companies to protect workers by going well beyond minimum safety requirements. The program is built on the idea that enforcement of safety regulations alone can never fully achieve the objectives of the Occupational Safety and Health Act.
