Oct 13, 2023 · To unlock Himiko Toga, you’ll need to level up your Special License to Rank 15. This is separate from the seasonal Hero and Pro licenses, which fill the role of battlepasses.

To unlock Himiko Toga in My Hero Ultra Rumbe, you must get your Special License up to level 15. The Special License is your overall account's level, and each new tier comes with rewards like Roll Tickets, gold, costumes, or characters. It currently goes up to level 30, and there are six MHUR unlockable characters in the rewards.
