I don’t think there’s any in-universe reason given actually. Im pretty sure a few characters ask themselves the same question, and there is intentionally never an answer given. I think it’s a narrative device both to enhance the strangeness of Hayt/Duncan, and to introduce Tleilaxu eyes, as setup and/or foreshadowing of Paul’s blindness.

I think the closest approximation (in my mind at least) I've seen were Geordi LaForge's replacement eyes in the last few Star Trek: TNG movies, after he was able to ditch the VISOR.
