Like Mongolia, it was technically considered to be a part of China by all other countries aside from the USSR, but China was in no position to reclaim it. It would be more accurate if Tannu Tuva started as a puppet of the USSR but I guess that would make it even less playable.

Yep - they covered it in a dev diary (); they weren't going to add it originally (the only independent nations that can form it appear to be Tannu Tuva and Sinkiang - the former likely isn't getting content, and the latter already got content in WtT), but one of the devs found out about it while bored and decided to add it.

You need research everything, of course, because Tuvians are knowing only basic guns, but realistically - You don't need research all of these things now.
