However, it is heavily restricted and dependent on outside factors. Combined with proper planning and preparation, his quirk can enable Tamaki to top pretty much most of the people tha we know of.

IMO Tamaki is the weakest because his quirk isn't as consistent as the other 2 and he can't just become any animal he wants he has to eat them first meaning he can only really gain the traits of animals that are easy to find the meat of and it wears off at the end of the day so he'll probably end up using the same traits all the time.
