I didn't realise till now that each tier changes the tint of metal and then goes through all of the colours again. MEANING THERE IS 2500 DIFFERENT LEVEL ICONS. I would add all of them but couldn't find a site that would provide every icon. If anyone knows a site, comment it plz!

Icons can de found in tf2_textures_dir.vpk, in the hud folder. The vmt files for the icons can be found in tf2_misc_dir.vpk, in materials/hud; To start, I recemend extracting an icon and it's vmt file. You can use them as a starting point. Next, let's open it in paint.net. All icons are 64x64, and have a transparent background.

Jul 4, 2013 · Open TF2, create a new workshop entry, load all the relevant parts of your model (the .smd files, the textures, etc), and load in the dummy backpack icon. You can then preview your model to make sure everything was the same as before, but more importantly, press "verify" and then "finish" to compile your model. Don't submit your model yet.
