Sukuna’s Cursed Technique has nothing to do with the fire arrow.
The fire arrow could be a partial summoning of a bow and arrow type of weapon like you said, and this aligns with what i said about the weapons being sealed in his tattoos because when Sukuna used it against Jogo he said "Open", hinting that he had to open some kind of seal to gain access to the weapon or it's abilities.

May 22, 2021 · If Sukuna's fire is purple/blue then it might be burning hotter than normal fire (I know colors don't necessarily determine heat) which would provide better understanding to how Jogo and Mahoraga were burned to ashes (I know 15 finger Sukuna was way stronger than them, but its still crazy how he killed the volcano disaster curse by burning him).

May 9, 2024 · Sukuna didn’t use Kamino this way against Gojo because: 1. Sukuna couldn’t get enough dust because he kept lowering his domain’s range to fight Gojo’s tiny domain. 2. Using Kamino with the domain counts as a modification to the domain. Sukuna made too many modifications at once.

A simpler explanation is that the fire arrow is Sukuna's own CTR (search the nuclear fission CT theory which really makes this make sense), which also explains Jogo's reaction as CTR is being used and it would be a foreign concept to curses.
