You are correct, it's the Oculus button on the left touch controller. Make sure "Enable VR dashboard" is turned on in the SteamVR settings. The Reddit Oculus wiki says to turn it off for some reason, but it's what enables the Steam overlay and doesn't seem to hurt anything.
