I went ahead and deleted all the files in my Window's user temp folder (about 6 gigs). This downloading folder went from about 100 gigs to 0. Thanks a lot.

Judging by disk and CPU usage, when Steam is downloading normally it does the decompression alongside the download. The better it is/ the more space you've left then the faster you'll download at. I tested the difference between my SSD and my nvme and the download speeds were about 2-300mb different.
