Admiral was a flag officer rank above vice admiral but below fleet admiral, the equivalent of which was used by the service organizations including Earth's Royal Navy, as well as in Starfleet ranks and Romulan ranks.

Throughout the history of Starfleet, many officers have held the ranks of commodore, rear admiral, vice admiral, admiral, and fleet admiral. These officers are collectively referred to as Starfleet flag officers.

The officers who have been known to used this style of insignia (Savar, Aaron, Gregory Quinn, and Mark Jameson) were only referred to as "admiral" (Jameson) or "senior admiral" (Quinn, Savar, and Aaron) in dialogue and the episode scripts.

In TOS, many fleet commanders and other senior personnel were commodores, but by TNG, an officer (Admiral Gregory Quinn) with an equivalent insignia to a commodore was referred to as an admiral, indicating Starfleet made a similar change.

Analogous to the U.S. Navy's flag officer insignia, the "one star" wide stripe for Commodore remains present, with one solid stripe added for each additional level of rank (making Fizpatrick a Vice Admiral specifically). In contrast to naval tradition, Starfleet places the wide stripe in the middle of any additional stripes.
