Check in Programs and Features and see if it is still installed. Or use search and find SnagIt. If it has been removed after the upgrade it may not have been compatible try installing it again.

Snagit does not come with any version of Windows. It is a third party app. It may be offered bundled by some retailers, but if it were, you would still be paying extra for it in the purchase price.
