If you hike up towards Nihondaira from the port area, then the ropeway will take you up to Nihondaira park. HOWEVER, if you are like me and you take the bus from Shizuoka station to Nihondaira ropeway, DO NOT take the ropeway unless you really want to pay a lot of money to see a very mediocre shrine.
