By 1998, Sheena Island was regarded as being more important to Umbrella than the underground facility in Raccoon City due to the weapons plant now being used to exclusively mass-produce Tyrants and shipping them out to other Umbrella facilities across the world.

Vincent Goldman was the commander of the Umbrella facilities on Sheena Island (which is located somewhere in Europe). He was a young, coldhearted elite of the Umbrella Corporation, who would do anything to extend his authority.

Sep 9, 2020 · Iirc, it is. Sheena island is even mentioned in Zero as "second Raccoon City", and the files you find in game indicate a lot of connections with main games and Umbrella itself. It's not a great game, but it's still a fun RE experience.
