Just a very light scrubbing with a scotch bright pad would soften up the burrs. If you can’t feel it with your fingernail after rubbing on it a bit then you’re fine to throw new bearings on it and call it a day. At that mileage go ahead and give it a shot, the cheaper the fix the better.
