I am in SE80 Repository Browser editing a program, call it P1. On first time saving I get prompted for a change request. Still in SE80 I now switch to another program, call it P2. I make changes to P2 for the first time and save. I am not prompted for a change request. The object P2 is placed in the first change request with P1.
