Planning with WebCAT - Transport for London
We use WebCAT to provide information on London's transport system to the professional planning community. This connectivity assessment toolkit allows planners to measure public transport access levels (PTAL) and to produce travel time reports.
In this chapter we introduce the PTAL measure. We explain what PTAL is, bring various examples for its role in the planning process, and also explain where PTAL values can be found. The PTAL default display shows base year data for the whole of London. If you chose TIM but have not yet selected a location, a grey scale map is displayed. The default TIM travel time output is for the base year network, using all public transport modes and for the morning peak time period. Travel time selection

The PTAL grid. PTAL values are provided for a grid of points at 100 meter intervals, covering the whole of London. The concept of presenting PTAL values for grid points is explained in detail in the guide on the Planning with WebCAT page.
Glossary - Transport for London
PTAL: Public Transport Access Level is a measure of access to the public transport network. For any given point in London, PTALs combine walk times from a chosen point to the network (stations and bus stops, for example) together with service frequency data at these locations.
