Porco Galliard is a great character. If you think about it, he has a lot more substance than Pieck and most Marley characters (also the 104th). For the tiny amount of screen time he gets to develop he is a very well rounded character.

Porco is just a sore loser and Reiner believed in the angle that Porco would have chosen because of the guilt he has over the reason for Marcel's death. Any warrior candidate that has to wait their turn will get whatever titan that Marley deems suits them and that opens up. I don't think Porco would have gotten the Beast instead of Colt.
