I have a Compaq PROLINEA 590 Pentium 1 desktop computer and when I am trying to attach a 10GB Seagate Hard disk it is giving me (1790 - Disk 0 Error). I cannot access the BIOS even if I try F10 etc.. However once I managed to enter in Computer Setup and the hard disk was recognised correctly by the computer with the correct size and details.

I haven't had the problem, but based on what I remember, it was a particular combination of Pentium chips and a particular version of the Installer, and not limited to any one brand of PC. For a work-around, if you have an 8.1.5 or 8.1.6 installer, try using that to install the Oracle software from the 8.1.7 CD.
