The People's Liberation and Resistance (Persian: آزادی و مقاومت خلق), commonly abbreviated to PLR, is a fictional Iranian paramilitary insurgent group based largely in the Middle East, although with contacts in the Western world. It is led by Faruk Al-Bashir.

Notably, the Regulation imposes an obligation for vessels subject to the Regulation to carry a certificate of financial security. The certificate is provided by the competent authority in the vessel’s flag state or, if the flag state is not an EU Member State, by an EU Member State.
