In order to be eligible for a regular license, you must have held your PA junior license for 1 year. If you are unsure when you passed the driving test, it should show on your junior license as the “Issued” date.

Complete Form DL-59. Mail application to: PennDOT, P.O. Box 68272, Harrisburg, PA 17106-8272. If application is approved, you will receive an update card to carry with your Junior Driver's License. NOTE: Your Junior Driver's License will automatically update to a Regular Driver's License on your 18th birthday.

If you meet all of these requirements you can apply for a senior license. To do so: Complete the DL-59 form.
