ODST's are shock troopers who are used in a general role, so they are more trained in general squad tactics and how to work together with teams to accomplish a wide set of objectives, while teams like the Navy seals and GIGN are more focused on specific objectives.

There actually is assault rifles that do appear in Halo 3 ODST multiple times, you can pick them up and use them. All the marines are also using assault rifles. What you should be asking is where are all the SMG's? We only ever see silenced ones, but not normal SMG's.
