Non-ELS (or just GTA emergency lighting) is the default system in GTA IV and GTA V for emergency vehicle lighting. The development community has given it the name "Non-ELS" implying that it is less powerful than ELS, or a secondary option, but in reality, Non-ELS is the default system, and far more powerful than ELS though more difficult to use.

Non-ELS is harder, but far more versatile, and powerful than ELS (Especially for FiveM, since ELS barely works for it.) This walkthrough will follow my specific recommended workflow. You can use whatever workflow you want and/or not follow mine at all.
